Abstract
Eine juristische Prüfung von grundrechtsproblematischen Volksinitiativen fehlt in der Schweiz. Das Parlament entscheidet im Zweifelsfall nicht juristisch, sondern rein politisch, und auch das Stimmvolk beachtet juristische Aspekte kaum.
