Yvo Hangartner (1933–2013) spielte als stellvertretender Staatsschreiber, HSG-Professor, rechtspolitischer Kommentator und Experte des öffentlichen Rechts über St. Gallen hinaus eine bedeutende Rolle. Nun wird der Gossauer in einem Buch gewürdigt.
