Following the definition put forward by the UN, e-participation is understood as the use of ICTs for the design, decision and implementation of policies, with the goal of delivering this process in a participatory, inclusive and deliberative way. Based on this definition, the concept of e-participation can be measured in the form of an index. The index in turn can be used to build an e-participation maturity model. While e-government maturity models are common in the literature, there is less focus on e-participation e-maturity models
