Abstract

This article discusses whether a non-universal access to social insurance can be morally justified. To answer this question, the article discusses four prominent arguments to justify social insurance, namely libertarian, justice-based, Kantian, and consequentialist considerations. It is argued that the logic of neither argument allows a restricted access to social insurance. It is then argued that these arguments support a European social insurance scheme. In closing, the article presents one argument that might speak against a Europe
